Elk Grove Unified School District Board of Trustees Sets Process to Fill Board Member Vacancy

February 22, 2012

At the February 16, 2012, Board meeting, the trustees reviewed the options available to fill the vacancy created by the resignation of Pamela Irey, the current Trustee Area 6 board member.  According to law, the Board can fill a vacancy by either holding a special election or making a provisional appointment, effective until the next regular election.  A special election cost in 2009 was approximately $675,000.  The Sacramento County Voter Registration and Elections Department is preparing an estimate for the district for the costs of a special election.  EGUSD anticipates that the costs will be approximately the same as in 2009 or more.

Upon deliberation, the Board determined to fill the vacancy through the provisional appointment process.  Procedures and a timeline have been established to appoint a new Board member in March 2012.  The person selected will hold office until the next regularly scheduled election for district board members, which will be November 2012.  At this election the position will be on the ballot to elect a person to fill the term of office for Trustee Area 6 through December 1, 2016.

According to a timeline set by the Board, a new trustee will be selected in March.  Applications will be accepted until 5 p.m., March 9, 2012.  Applications should be submitted to the President of the Board of Education at the Robert L. Trigg Education Center, 9510 Elk Grove-Florin Road, Elk Grove, CA 95624.

An application must include a resume and no more than a three-page letter outlining a candidate’s interest for joining the Board and the experiences that highlight what they would bring to the Board as trustee.  Two letters of recommendation may be included with the application.  Information or questions about the process are available from Arlene Hein, Board administrative assistant, at 916-686-7700.

A committee of the Board (less than a quorum) will screen the applications during the week of March 12-16, 2012.  At a special meeting on March 27, 2012, the Board will in open session interview those applicants who are moved forward for an interview and appoint a trustee.  Within 10 days of this provisional appointment, notices of the vacancy and the provisional appointment must be posted in at least three public places and published in the local newspaper notifying the voters of the appointment which shall become effective immediately and continue unless a petition calling for a special election pursuant to the Education Code is filed in the Office of the County Superintendent of Schools within 30 days of the provisional appointment.

If a person is appointed as a trustee who resides in the current trustee area, but does not reside within the newly established trustee area, that person would not be eligible to be a candidate for Trustee Area 6 in the November 2012 election, as candidates must reside within the new area boundary.
